The flowers bloom in the beautifully designed rock garden in support of the Canadian Troops, on the grounds of the Legislative Building in the City of Winnipeg, Manitoba. Often called the "Yellow Ribbon" garden, the flowers were planted by the province of Manitoba as a gesture of appreciation for the Canadian Troops who have or are working overseas.
A red shirt rally, open to the public, helps to send messages to their loved ones who are serving overseas. The garden looks beautiful when in full bloom but has caused concern for many people and a controversy continues as to its real meaning.
